VIDEO: Police collect evidence from an SUV with multiple bullet holes after a 9-1-1 caller reported there was a shooting victim in the SUV in the west lot at the Capital One Finance building.

Rolling Meadows police and firefighter/paramedics responded about 2:34 AM Sunday to a report of a person shot in a parking lot at the Capital One Finance, 3800 Golf Road Rolling Meadows, IL. Police and firefighter/paramedics received a report that a man was shot. Upon arrival, police and firefighter/paramedics learned that a female was shot in the leg.

Rolling Meadows police report they are investigating a suspected gang-related exchange of gunfire between passengers in moving vehicles early Sunday morning. A young female teen or adult passenger was hit in the leg by a bullet during the exchange.

Police said the shooting occurred about 2:30 a.m. along Golf Road, just west of Interstate 90; however police appeared to be looking for evidence east of the Capital One Finance building closer to the Extended Stay America motel building.

Responding officers were told gang members in the two cars were involved in an exchange of gunfire after they drove under the I-90 overpass on Golf Road. Apparently one vehicle — a blue Jeep Cherokee — was driven eastbound on Golf Road, while the other vehicle was driven into the Capital One west parking lot at 3800 Golf Road. Police did not specify what direction the two vehicles were traveling when the exchange of gunfire occurred.

Police also did not specify how many vehicle occupants were in each vehicle.

No physical description of the shooter was available, and it was not confirmed whether or not any of the occupants of either vehicle fled on foot in the area.

A young female passenger in a crossover SUV was discovered with a bullet wound to her leg. She was transported by Rolling Meadows Fire Department ambulance to Level I Trauma Center Advocate Lutheran General Hospital in Park Ridge with a non-life-threatening injury.

An initial police investigation indicated at least five shots were fired during the exchange, and one gun was recovered on the scene. Police did not specify where the gun was discovered. The passenger side of the crossover SUV appeared to have been hit by five bullets.

There did not appear to be any K-9 search in the area. The Busse Woods Forest Preserve is located just south of Golf Road from Route 53 to Interstate 90. Golf Road was blocked for more than two hours during the search for evidence. Initially only eastbound Golf Road was blocked, but after about an hour, Golf Road was blocked in both directions.

The shooting remains under investigation, police said, and no charges have been filed.

 IMPORTANT ALERT …

Cardinal Note: As of June 5, 2013 — up to and including the date of this article — police incidents related to the above police agency are not reported in real time or within a prompt time period. Police protecting their realm of investigation and police activity, have chosen to use secret military-grade encrypted radios to withhold their police communications, which were previously open to the public and news media via monitoring of public safety scanning radios — with no known negative results locally.

The delayed knowledge or entirely blacked out knowledge resulting from encrypted police communications may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and when other similar situations occur, such as when desperate offenders of property crimes are eluding police. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.

The lack of real time information from public police dispatch also weakens an effective neighborhood watch program mostly working to prevent property loss, but also working to prevent possible violent crimes.

Lack of real time information from police dispatch also delays public awareness or eliminates public awareness of general hazards and traffic or other situations in every day living in an otherwise economically thriving community.

Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.
